中国代表团取消行程提早回国 学者:中美贸易谈判或不尽人意

中国代表团取消参观美国农场行程提早回国,受访中国学者解读,这意味双边贸易谈判可能不尽人意,中美贸易摩擦长期化的态势不变。

不过双方同时也就此次磋商释放消极信号。

中国人民大学国际关系学院国际政治系副教授成晓河接受《联合早报》访问时分析,从目前公开的信息来看,双方的磋商不尽人意。

Cheng xiaohe, associate professor of international politics at the school of international relations at renmin university of China, told lianhe zaobao that the current public information shows that the two sides' negotiations are unsatisfactory.

他指出,舆论此前以为美国可以接受以中国增购农产品为主要内容的“迷你协议”,但看样子美国要的是“一揽子协议”。

He noted that the consensus had been that the us could accept a "mini-agreement" with China buying more agricultural products, but it seemed that the us wanted a "package agreement".

此次磋商结束后的消息信号,意味着谈判的三个核心问题——协议文本、增购美国产品和联合执法,还没有取得实质性进展。

The signal after the talks means that no substantive progress has been made on the three core issues of the negotiations - the text of the agreement, additional purchases of us products and joint enforcement.

Cheng xiaohe worries that even if the vice-premier-level talks go ahead as scheduled next month, they could end up going the way of the next round of vice-ministerial-level talks, and fail to achieve a breakthrough before the two heads of state meet at the asia-pacific economic cooperation summit in Chile in November.

上海师范大学商学院经济学教授朱颖受访时也说,此次磋商“看来谈得不好”。

Zhu ying, an economics professor at the business school of Shanghai normal university, also said in an interview that the talks' didn't seem to go well. '

他指出,问题之一很可能依然是,中国希望以大量采购美国农产品来换取美国取消所有加征的关税,美国却坚持保留以关税作为确保中国执行协议承诺的施压手段。

One problem, he said, is likely to remain that China wants to buy large amounts of U.S. agricultural products in return for the removal of all tariffs, while the U.S. insists on retaining tariffs as a means of pressuring China to implement its commitments.

他说:“自从今年5月份否定了草拟中的协议后,中国政府就似乎做好贸易摩擦长期化的准备。”

"Ever since the proposed agreement was rejected in May, the Chinese government has seemed prepared for a prolonged period of trade friction," he said.
